Khabarovsk city based in 1858 for protection of the Russian government east frontier. Khabarovsk will meet it's 150th anniversary in 2008 year.
Geological area is advantageous as it's a result to fast paces of development, what makes Khabarovsk to be capital of the Far East from 13 may 2000 year by President decree, there is also located President of Russian Federation representation.
Today Khabarovsk is a multifunctional regional city, which appear to be a political capital of the Far East, financial and economical international educational center.
City has a big economic potential, with developed social and institutional infrastructure what is necessary for modern economic development and to improve citizens quality of life.
In All-Russian competition “The most accomplished city in Russia” on final result of 2004 year Khabarovsk city took 1st place , and in 2006 declared a winner of the 5th All-Russian contest “Golden rouble” among regional centers of the subject Federation in DVFO in the “Best city in Russian Federation economical development indicators”.
There are two documents issued in 2006 year which are important for city development:
The strategic plan development of the Khabarovsk city till 2020 year and
General plan correction of the Khabarovsk city.
The main purpose of the strategic development of Khabarovsk city - creation of the condition for increasingly stabilize quality of life
Geographic advantages
City of Khabarovsk is a nodal in transport network of the Far East, as it is located on intersection of automobile, railways, airways and river transport ways, leading from continental Russia to Pacific ocean and to the north of the Far East. According to volume of railway and airway transportation Khabarovsk city occupy the first place in Far East.
The most popular in region is railway transport. There is the longest Tran Siberian magisterial through the city, to which adjoin a railway towards to Komsomolsk-on-Amur and BAM, Vanino port and further to Sakhalin island by way of marine railway passage boat. Now days there is construction of the railway bridge through the Amur river with 2,6km longitude in Khabarovsk. The total output of investment in construction is over 6,6 billion roubles.
Khabarovsk city has large quantity of railways branches within the city road, this able to supply traffic with maximum convenience and quantity for Khabarovsk krai and the same with western regions of the country.
Khabarovsk strategic plan of the stable development till 2020year
During design of the strategic plan, for city community purposes was created a Society board, it includes representatives of the entire city society. Society board functioning at the design of the strategic plan development of Khabarovsk city, that helps to citizens of the city, business, social agency during the process of the organization, and making decisions, which concerns prospective strategic development of municipal government.
The main strategic direction:
creation of comfort and safety living for Far-Eastern citizens;
formation of the large regional know-how (innovational) center;
function development of the administrative political center of Russia in Far East;
building the trade - transport logistic center of the Far East

City problems to solve, according with document are defined with followings:
construction of the Tungus water fence (underground channel), construction 2nd and 3rd drain (drainage), program “Waste”;
National project implementation “Health care”, “Education”, “Availability of housing to Russian citizens”;
